1+Cr Tax Bracket Payers list

Bihar is in Top 10 in terms of high bracket tax payers. Notwithstanding a lot of tax evasion that might be happening in many states, the argument that rest of the country funds Bihar's growth doesn't seem correct. What do you all think?
