Was this a scam, or am I overthinking?

Was on my morning walk in Indiranagar, near Udupi Park on 100 ft road. An MH registration bike pulls up next to me, there’s a middle aged couple on it. The guy beckons me over, and says “I am selling my mobile phone, do you want it?”, and pulls it out of his pocket to show it to me. At first, I was speechless because of the stochasticity of the event, but I politely told them that there’s a Cashify store on CMH road, and they could try there, before walking away. I could see him try the same thing with a few other people as well. Not sure what they were trying to achieve, but seemed to me that it was a stolen device (?)
