Using Phone while driving

Hi all, Everyday I encounter at least 2 to 3 driving using their phone while driving/riding. The issue is they are completely unaware of the surrounding and drive very slow occupying the middle part of the road and wobbling around, we have to keep guessing which way they will move. Next time I see this, I am going to take a picture of that vehicle number plate and tag it with traffic police. People are taking this lightly and doing this circus in roads sometimes they are having kids in their vehicle. Looks like nobody cares about the rules and it will make sense only if they are fined heavily. Same person will follow the rules if they travel abroad to US or Dubai because they know they will be punished.
