Smoking

I was smoking cigarettes near Sarjapur two cops came and gave me a court paper. Asked me to fill in the details like my name, father's name and adress and fine of 250. I entered the details then didn't sign as the language was kannada which I didn't understand. The cops left with the piece of paper. Do cops do that? How can I verify this? Was it legit?
