Marriage Certificate Process in Bengaluru

I am looking to get an official marriage certificate done in Bangalore. I tried the online route 3 times but every time it was rejected due to some weird reasoning about marriage photo not being appropriate. Other documents are all fine such as address proof in Bangalore etc. Has anyone got their marriage certificate done through the online process before? What proof points did they need (especially as marriage photo and invitation card)? Is there an easy offline process for the same? The reason I want to go online is because both of our parents are in different states and its much easier to get their signatures as witnesses online rather than call them here for an offline signature.
