Is this true

Last night, I was travelling from work back to home. I usually take a main route, but the map suggested me to take a shortcut through market Kalasipalyam area, but anyway traffic was too much while I was going through the route to 3 Police people caught me. This was the first time it happened to me because it had been less than a months since I got my license. I kept my calm, they said me on a one Way route so they bill me 500 for that I tried explaining to them that I was just following the Google maps and couldn’t see the sign due to blackness of the night, the policeman were in a good mood and talk to me for a few minutes. They told me that each policeman had been assigned a task in which they had been given a target amount to bill, so they couldn’t do anything about it(I even tried slipping them 200 note) This seemed very strange to me, as what kind of government would impose such tasks to their employees.
