How to request BBMP to build a footpath?

There is no walkable footpath at Jalahalli Cross towards Ayyappa temple. There is only a road, and next to the road is a deep pit without any barricades formed by the demolition of a property an year ago for an underpass that sees no sign of construction. The situation is so bad that you'll have to stop at red lights as well because there's literally no walkable space remaining and you will have to wait for the vehicles to move so you can walk. Has anyone worked with something like this before?
