How to apply for Hypothecation removal for your loaned vehicle
I am from Bangalore and it took me some good time to get my vehicles hypothecation removal done in Nov-2024 as I had an electric vehicle. Electric vehicles at this time had some taxes waived off so procedure was new and not clear to staff. But here is the generic process to get hypothecation removal done at an RTO for all vehicles: a. Get a file, everything in government offices starts with a file. This will move from one desk to another in government office. Write your vehicles number, purpose and your contact number on the file. b. Outside RTO shops will sell a kit of things to buy for specific purposes, and they will have a kit for hypothecation removal to, buy these things: 1. A transparent polythene cover to keep your RC card in. You will have to submit the original RC card so keep a copy of the RC for your records. 2. An envelope with stamps. This envelope will be used to send back new RC card to you. Write your address, vehicle number and mobile number on this envelope and stick the stamps. c. Add vehicle RC copy in the file. d. Add vehicle Insurance copy to your file. e. Add vehicle pollution certificate copy to your file. For electric vehicles this is not needed. f. Original Form-35 received from your bank to your file. g. Original No Objection certificate received from bank to your file. h. Once you have added these documents to the file, go and get an entry added in RTO computers from one of the counters. In Bangalore's HSR RTO, this counter is on 1st floor. This entry is done in a separate counter than the cash counter. Once this entry is done, you are ready for final step. i. Next go to cash counter and pay cash of Rs. 452/- for RTO charges. RTO cash counters don't accept UPI and you can make payment only with cash or Demand Draft (DD) only. So keep exact change ready as the counter person will never have any change with them. Cash counter will give a receipt, take a photo of the receipt and add the original cash paid receipt in your file. The photo of cash receipt will help you show why you don't have your RC card with you during a routine traffic stop. j. Go back to the counter where the initial entry was created and submit your file there. That's it, you are done! No need to pay anyone anything, this is a simple process. You will be able to track your status in Parivahan app or website now. New RC card will come to you in approximately a month. Hope this was helpful to you! **\*Extra step for electric vehicles** For my electric car, due to taxes being waived off, they needed additional approvals from couple of people before step 'h' could be completed. So I had to leave my file with RTO and come back after a week for approvals to be done and to pay the fees for hypothecation removal.1
