How is our State road tax collected money spent?

Disclaimer: Not a rant Genuinely want to understand where does this tax money go? Is it for improving the road network, setup funds for accident victims, road safety education, better roads, road signs, etc. I know RTI would give me these answers but I don't see any budget presented by the transport department every year and any accountability on how the collected money is utilized back.
