Cabs/Autos on a Rainy day

I do not understand, why does it happen that on a rainy day no cab, no auto, no bike taxi will accept your booking. I have tried booking on four apps at a time, Ola, Uber, Namma Yatri, Rapido but none of them accepts it. That is the time when people need these rides the most. Because most of the times in rain it is not possible for them to walk to the nearest bus station or metro station and which is why I think it is a good time for autowalas to earn money. I was even ready to pay more than what it was showing in the app but nobody accepted my booking for more than an hour. I do not understand what do they do when it rains? I understand that for bike taxis it might not be the right time for them because it's raining. But then for autos for cabs why do they not accept?
