Where to buy land in Assam?

Born and brought up in Guwahati but sick of endless traffic and chaos. I want to purchase land in Assam. Where are some good areas to buy land in? I'm a self made guy working in the private sector remotely from Guwahati so I don't have a huge budget. I can go maximum 70L and I am looking for a good return of investment in 10-15 years or so. My considerations so far are Tezpur and Nagoan. I want some place - 1. Quiet and close to nature. 2. Good ROI 3. Assamese or local tribal people 4. Registered land. 5. Would prefer some place not to far from Guwahati. 6. If weather is slightly better than Guwahati as I can't imagine what's going to happen to Assam in 20 years.
