Is Goalpariya a part of the Assamese language?

I often had this question whether Goalpariya (spoken in Goalpara-Dhubri region) is considered to be dialect of Assamese or Bengali. Here's a sentence for more clarification: English: A man had two sons. Assamese: Manuh ejonor duta putak asil. Goalpariya: Kuno ekzon mansir duizon sawa asil.
