Why keep upper lights on while driving?

I have been living in the US and have been to numerous road trips there but recently had been on a pretty long road trip in India and one annoying thing which I noticed was people continuously had their upper light on. I understand it's needed at some places where there's no street light and is completely dark but I noticed people just use it always everywhere which causes heavy disturbance to eyes and increases the chance of accident.
