Why is Tourism not a major agenda for India

Asia is considered the "paradise" for tourist across the world. For country that has so much to offer from the mountains of Kashmir to the deserts of Rajasthan, we have absolutely no tourists to show for compared to countries like Vietnam, Thailand or Indonesia. Why is it that the government not bother about this since his tourism will translate to more income and better worldwide perception?
