Why do Indians lack basic toilet etiquettes?

If you've ever visited a public toilet in India, you must've noticed how unclean and messy it is. From not flushing after doing the deed, to peeing on the floor, you'll get to witness all sorts of uncivilized behaviour there. It gets to the point when even elite establishments (Private hospitals, 5 star hotels and restaurants, AC first class coaches of trains etc etc) requires frequent time-to-time cleaning in order to maintain the standard level of hygeine there. It especially becomes difficult for women, since they have to sit down on their knees in order to pee, which is why my mother always tend to avoid using public toilets if possible. But the question is, WHY? Why is this even a thing in the Indian subcontinent, but not in other countries? Is this a cultural thing? Is this a socio-economic issue?
