Why do Indians hate Queues?

This is in the wake of recent stampede in India I was wondering why do Indians hate queues ? One time in Pune airport when I requested the policeman on duty to maintain a queue while boarding he came on to me. When people in airport can behave that way we can only imagine about bus stations and train stations. Queues work for rest of the world
