Relief options for non-BPL senior citizens without current health insurance?

Hi folks, My best friend’s FIL (senior citizen) was recently admitted for lung related issues. He has today been referred to a bigger facility. The issue is that he has no existing health coverage. What are the recourses available to him for financial assistance? TIA
