Move out of India?

I have been reading and hearing a single statement again and again: “If you have money, move out of India” Alright, can someone actually break it down? How much money? Which country? What do you do if you are a skilled professional here and dont get similar job there? Do not even get me started with MS or MBA in US or Europe. Getting a permanent citizenship is already tough and to live with constant stress of getting thrown out of a country due to job less is something I cannot do. So yeah, can anyone clarify?
