Is talking to unknown girls or cold approach in India not acceptable?

Recently I came accross a reel on Instagram where a guy was randomly talking to unknown girls along a road he was walking. The comments I saw below the video were not positive. People were saying that he is creeping out girls, cold approach in India doesn't work, he'll get called up by police etc etc. Some guys were also giving him death threats like WTF. I noticed one more thing in that reel that the some girls were comfortable talking to him while some girls straightaway ignored him and moved on while some were just shy or awkward to talk to him. I want to AskIndia that what is the right approach one should have when talking to girls. Is it completely unacceptable in India to talk to unknown girls directly on the street or wherever? Should one only talk to girls if he knows them a little bit first? Then how will boys get to know more girls because probably more boys are single than girls. Some of friends who are in a relationship have told me that girls like straight forward and confident guys but is the above mentioned thing just the same as confident. They also said that texting random girls on social media is actually a creepy thing I get that but then how's one supposed to interact with girls if every other way you think of comes off as creepy? Serious answers expected. I have never touched grass btw. Thankyou for your patience.
