How to Give Our Son a Neutral/Atheist Name?

Both me and my husband are staunch atheists, and we want to raise our son the same way. Under normal circumstances, this would be simple, but our families belong to a religion that is currently facing persecution in India. We're both well educated, making a decent living and are kind of living in a secure bubble, but because of our names, we experience fear and discrimination on a daily basis now. Every time I look at my son, I feel immense guilt for bringing him into a world where just his name might put him at risk. We’ve given him a neutral first name, but we’re struggling with the last name. It seems mandatory to have one, but we don’t want it to have any religious affiliation. Are there any neutral or atheist-leaning surnames we could consider? We want no association with religion, and just want to protect our child as much as possible from the hate and discrimination around us.
