Does haircut or facial hair matters in a job interview?

I have given many interviews but haven't been shortlisted. With each interview I feel like I’ve improved my communication little by little, but I still don’t understand why I’m not getting selected. Sometimes I feel like it might be because of my hairstyle and facial hair( i also interviewed in clean shave). I have fuzzy, wavy hair that looks more curly than wavy and if I cut it short I don’t look good. I’ve also grown a thin beard which makes me look better than before, but it’s still thin and patchy. However I keep it trimmed so it doesn’t look bad. Could my hairstyle or facial hair be affecting my chances? Do interviewers actually care about this, or is it just in my head? Would love to hear your thoughts and experiences.
