Do you think indian healthcare system is a scam?

my house help's son had an accident and broke his leg, and he had to stay at the hospital overnight, and the total bill of everything included came to around 2.6 lakhs. Thankfully I'm in a position where I can afford something like that but majority of India can't. Do you think our healthcare system is just as fucked as the US? Exploiting people and crumbling them under debt or is this one of a few cases. ( I should mention I'm from a metropolitan city so healthcare here is crazy expensive as compared to other parts of India)
