did i get scammed?

i ordered some aquarium supplies from an online website named freshwateraquatica.in based in chennai around a few weeks ago, they haven't shipped my order yet, don't pick up calls and reply to texts after a lot of double texting a shit. their website takes cod orders and i did order cod first but later when nothing happened i didn't even get a confirmation mail i tried texting them and they said ill have to order upwards ok 1000inr and pay online for them to ship to my state. i did order for around 1100 and paid online and they haven't responded or shipped my order yet! does anyone have any idea about this website or any leads would be really helpful i am a college student and a 1000rupees really means a lot to me i am very stressed out right now.
