Why is this sub so inactive

I have seen even smaller towns' subs being very active I just don't understand the reasons behind it. The city is dull, but all my friends from agra who live in Bangalore, Mumbai, noida, usa aren't dull but unlike many people around the world who still yearn for their hometown and show their love for their hometown, none actually do for agra! It's a shame that we couldn't preserve the culture or identity of the city, rather we all left and we're happy to not keep a part of what this city gave us in us. Kanpur is in a worse state than agra but all kanpur people who have lived for decades outside, still fondly remember their city, even when they understand the mess their city is in. Same for lucknow and even smaller cities like allahabad and Meerut.
